You do realize Iran controls large proxies in 5 countries with massive local support. Expansionism is not the right word here but Iran does have massive theocratic influence in the region which can only be gone if some 250 million shiites change their religion.

Shia government of Iran don't care about territorial annexion. Their main goal is creating satellites in Middle East (like USSR did). Modern political situation isn't good for Iran because of many enemies (Saudi Arabia, USA, Israel etc).
