Is the implication here that there are actually people out there in the world, Europe specifically, who think that Russia is going "to take them over"? And this fear would be based on, what? Russia's implicit (sometimes explicit) support for Russian minorities in bordering states? Or their insistence on fighting ISIS?

Russia is not a democracy, it is less or more always a dictatorship. We can't know who is the next leader. New Czar, new Stalin or whatever. Russia doesn't equate to the word Russians. If worst scenarios come true, only thing we receive from the west is sympathy. We can benefit from European-Russian economic trends and Americans try to destroy them.
