I met a whole crowd from Belo Horizonte today and they were all European looking with many off whites. No, because pardos there are either off-whites or black looking people. Self-identification means nothing in Brazilian census. 80% doesn't necessarily makes someone European looking.

No. Minas has at least 15-20% of predominantly blacks (50%+ SSA). Black influence there is also very important. Most self-identified pardos in Minas are either predominantly blacks or people who would be called white in Northeast/North. Its patterns of admixture are somewhat different from other colonial regions in Brazil. A mineiro is either a white (90%+ European), a off-white who can self-classify as pardo or white (70-90% European) or a mulatto/black.

If the state is 65% Euro (80% whites have 38% of the total). Therefore Pardos/mulattos would be in 50% EUR (27% of the total EUR).
