Yes, they are Latinos as well just not Latin Americans since they are not a proper nation themselves
the same way I consider Louisiana Creoles to be also Latinos just not Latin Americans

in America, the have messed up the definition of Latino to only refer to those from down South
but the original term was to include all Latin speaking nations in the AMERICAS and yes, Quebec was EVEN INCLUDED back in the day
plus I have seen many Quebec online claiming they are Latinos and should be recognized as such, not saying all of them think that way but more and more are reclaiming the title that also belongs to them
