I would still consider that family member white. Olive tone is found all over Europe. It is more to do with specific features. Such as, nappy hair, dark olive without tan, dark eyes, jet black hair and brown to black eyes.
That isn't always indicative though. For instance one Syrian girl that practically looked Russian came up mostly levantine in her test. Your phenotype can differ from the sum of your genetic makeup. If you're referring to literal "white" then yea it would only be northern Europe. However, the term is used to refer to most if not all Europeans. More specifically "Caucasian".
