The man in the middle of the photo is Yuri Vella, who is Forest Nenets: https://stephandudeck.wordpress.com/...ssed-away/amp/. The photo is from his birthday, and I think the other persons in the photo are also Nenets or Khanty.
Google's reverse image search is really crappy, but you would've found the source of the photo with Yandex's reverse image search (https://yandex.ru/images/search?url=...&rpt=imageview) or with Tineye (http://tineye.com/search?url=https%3...d184ad4a82.jpg).
(I'm trying to make Yandex's reverse image search into a meme.)
