will 2) turn people away

In reality:

1) The NHS trust for Bristol North (about 1/650th of the population of the UK)
will 2) stop non-essential treatment if it is safe to do so (so not turn anyone away, and certainly not stop essential treatment, which is what you said)
if 3) the patients are actually and repeatedly abusive to staff (so not 'if they think they're racist' which is what you said)
4) including racial abuse amongst other things .

No, for fuck's sake you stupid little man. The NHS in Bristol can withdraw treatment for abusing staff. They obviously specified, for idiots like you, this would only be done once it is safe to do so - ie, once the patient is cured. But also, 'abusing staff' is not the same as 'people they think are racist' even if the 'denying treatment' part were right, which it isn't.

Even if I'm wrong, which I'm not, I have never said 'yes' to your question. Your reading comprehension is genuinely terrible.
