A textbook published in Cetinje in 1914 during the Kingdom of Montenegro "Knowledge of the Law", printed in KR. CR. state printing house, compiled by Živko Dragović and Ljub. A. Bakić, in the fourth paragraph, entitled "People", describes and explains the terms people and nationality, emphasizing that Montenegrins are Serbs by nationality, and that the Montenegrin nationality does not exist.
"The total number of the population of a state, which is bound by the unity of state power, is a people in the political sense, regardless of whether that people is of one tribal origin or not. Thus e.g. it was called "the American people" and by that name should be understood all together citizens of the Federal States, even if they are very leisurely by nationality. The same is true for the French, German, Russian, etc. people. ", The authors of this textbook believe.
