No they are not. Because quraan is written in poems and they use this to propose their own thinking rather than that what it was meant to be. Listening to music is not haraam if it has good message purpose. So basically rap songs are haraam in general etc, but not normal jazz songs etc. If music was haraam you wouldnt literally have any songs in Arabian world, especially those songs about islam etc. Its all about the message the music gives you and its pretty understandable. Ofcourse a song talking about killing people, drugs etc is haraam, but a normal song singing about sweet home alabama is not haraam. Quraan is also talking about war with non- believers, in facts quraan is talking about historic period when in middle east non-believers wanted to get rid of islam, that's why quraan its mentioning it, it's not saying muslims should in 21st century start killing people. And to get to my point, those wannabe ISIS scholars would propose their own scumbag thinking where you should start killing nonbelievers etc. But thats not what quraan said.

There are no sharia caliphates currently but with sharia, only nasheeds are allowed and they arent music per se.

You cannot make up your own interpretation of the quran just like that, the scholars all agree that music is haram.
