Well, there is something called as atavism.
For an example, the first guy in that thread( in the link below) looks almost like a fully neanderthal.
His son, for an instance don't look much like his father and also don't look very neanderthaloid but it could certaibly be explained by the age gap:

Not in latin America you could have full euro looking latinos and only 70-75% european genetically also you could have pardos individual's looking 60% Euro and are 80-85% genetically.
