Yes I do. Even when comparing like with like: African dictators like Mobutu are IMO better-looking than Asian dictators like Kim Jong-Un, for example. And you'll relatively seldom find Chinese, Indian or MENA men with the physiques and masculine features of either man in the OP (even among their sportsmen), whereas a reasonable minority of both White and Black men do.

I don't give a fuck about Indians, east asians etc. White men have biggest range of phenotypes and looks, they look better than others. Black men on other hand are much more stronger and better build than others, a.k.a mascuiline.

I do kind of agree that both White and Black men have the highest percentages of men who are truly attractive, whether due to their faces, bodies or both, when compared to men from other races. (This is an interesting twist on the phrase "the extremes touch each other".)
