The Gulf Arab countries have extremely high percentages of immigrants (in Dubai it reaches 80%), albeit mainly from a relatively limited range of countries. Likewise Hong Kong and Singapore. Turkey hosts the world's largest refugee population (mainly Syrians), as well as longstanding immigrant and minority communities from nearby countries in Europe and the Caucasus. Russia has lots of immigrants from the Caucasus and Central Asia, but admittedly not so many from elsewhere.
Nevertheless, I do get your point.
