Are Balkan Slavs Slavicized Romanians?

I believe that Balkan Slavs aren't Slavicized natives but rather non-Latinized natives.

Romanians adopted Latin since they were after defeat allies with Romans along with Dalmatian Illyrian and Celtic tribes.

But the hungarian text is from 11. century, the romanian one is from 16. century, there is 400-500 years differents.

You can translate it very easly and every hungarian speaker can understand it as well maybe except only one word "prókátorságot" i have no idea what it means.
