German by far. People here tend to look at number of speakers, but it's of relative importance. Portuguese has much more native speakers than German and is a pretty irrelevant language in the big arena of universal culture. The same for Spanish, less so for French and Italian, but still way behind German.

Learning German you have access to the most relevant intellectual tradition of Europe in the last 300 years. The language of Kant, Hegel, Marx, Wittgenstein, Nietzsche, Goethe, Kafka, Mann and many many others. Low IQ TA members aren't smart enough to understand that.

In terms of real relevance nowadays in the modern West, learning German is like learning Greek in the ancient Mediterranean or Sanskrit in the Buddhist Middle Ages. It's basically the main language of culture. Plebs were mostly speaking Latin in Late Antiquity, while the educated were speaking Greek.

As once said by a famous philosopher, you can only philosophize in German or Greek. Learning German you would have the windows of German culture open to you.

Of course, because English is spoken in Germany, Like in Netherlands it is not necessary to learn Dutch or in Norway it is not necessary to learn Norwegian or Japanese in Japan.

In Western Europe, with the exception of a few countries, the vast majority of the population has knowledge of English (basic or expert). According to your logic it is not necessary to learn any language of Western Europe because you will not need it, that is something absurd.

Japanese people are famous for their bad English skills.
It's funny, in high school my English teacher acted like Japanese people had superb English skills, which is not the case.

Maybe the Japanese see an English language as if it were an alien language, similar to how we see the Japanese, so maybe the Japanese strive to pronounce the words well but it is inevitable to speak it well because of their mother tongue and pronunciation.

They currently rank fifty-third when it comes to English proficiency:

Singapore ranks fifth in English skills proficiency, and most of their population is ethnic Chinese, and I do believe that Mandarim speakers perceive the English language as alien to their own just as the Japanese... there must be another reason why Japan sucks at English...

One possibility is that Japan only concentrates on itself, that is, they do not see the need to learn another language that is not Japanese for a national pride. I do not believe that it is because of anti-Americanism because the Japanese are not spiteful, besides the young population forgot the events of WW2.
By the way I would like to know in which position of the ranking is South Korea?

    South Korea: 37.
According to this Brazilian site, South Koreans ranks moderately when it comes to English proficiency:
