    As counterintuitive and inconceivable as many forum users would find it, such cities do exist. All stats taken from the American Community Survey of 2018.

    In the USA overall, 31.5% of adults aged 25+ have at least a bachelor's degree, and the median income for full-time workers is $47,527.

    The ethnic composition is 72.7 percent White; 12.7 percent Black or African American; 0.8 percent American Indian and Alaska Native; 5.4 percent Asian; 0.2 percent Native Hawaiian and Other Pacific Islander, and 4.9 percent some other race. An estimated 3.2 percent reported two or more races. An estimated 17.8 percent of the people in the United States were Hispanic. An estimated 61.1 percent of the people in the United States were White non-Hispanic. People of Hispanic origin may be of any race.

    Now for Black and Hispanic-majority cities with above average education and income levels:

    District of Columbia

    Washington DC: 57.6% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $72,052. Ethnic composition: 41.0 percent White; 46.9 percent Black or African American; 0.3 percent American Indian and Alaska Native; 3.9 percent Asian; 0.0 percent Native Hawaiian and Other Pacific Islander, and 4.9 percent some other race. An estimated 2.9 percent reported two or more races. An estimated 10.9 percent of the people in Washington city, District of Columbia were Hispanic. An estimated 36.2 percent of the people in Washington city, District of Columbia were White non-Hispanic. People of Hispanic origin may be of any race.

    Florida

    Coral Gables: 65.5% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $69,336. Ethnic composition: 91.3 percent White; 3.4 percent Black or African American; 0.1 percent American Indian and Alaska Native; 2.6 percent Asian; 0.0 percent Native Hawaiian and Other Pacific Islander, and 0.8 percent some other race. An estimated 1.8 percent reported two or more races. An estimated 58.9 percent of the people in Coral Gables city, Florida were Hispanic. An estimated 34.4 percent of the people in Coral Gables city, Florida were White non-Hispanic. People of Hispanic origin may be of any race.

    Kendall: 44.8% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $50,684. Ethnic composition: 88.2 percent White; 3.1 percent Black or African American; 0.0 percent American Indian and Alaska Native; 3.9 percent Asian; 0.0 percent Native Hawaiian and Other Pacific Islander, and 2.7 percent some other race. An estimated 2.1 percent reported two or more races. An estimated 68.3 percent of the people in Kendall CDP, Florida were Hispanic. An estimated 24.2 percent of the people in Kendall CDP, Florida were White non-Hispanic. People of Hispanic origin may be of any race.

    Key Biscayne Village: 73.5% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $87,750. Ethnic composition: 97.3 percent White; 0.0 percent were Black or African American; 0.0 percent American Indian and Alaska Native; 0.9 percent Asian; 0.0 percent Native Hawaiian and Other Pacific Islander, and 1.2 percent some other race. An estimated 0.6 percent reported two or more races. An estimated 69.1 percent of the people in Key Biscayne village, Florida were Hispanic. An estimated 30.0 percent of the people in Key Biscayne village, Florida were White non-Hispanic. People of Hispanic origin may be of any race.

    Georgia

    Atlanta: 49.9% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $54,907. Ethnic composition: 40.3 percent White; 51.8 percent Black or African American; 0.2 percent American Indian and Alaska Native; 4.2 percent Asian; 0.0 percent Native Hawaiian and Other Pacific Islander, and 1.0 percent some other race. An estimated 2.4 percent reported two or more races. An estimated 4.3 percent of the people in Atlanta city, Georgia were Hispanic. An estimated 37.6 percent of the people in Atlanta city, Georgia were White non-Hispanic. People of Hispanic origin may be of any race.

    Illinois

    Chicago: 38.4% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $51,193. Ethnic composition: 49.4 percent White; 30.1 percent Black or African American; 0.3 percent American Indian and Alaska Native; 6.4 percent Asian; 0.0 percent Native Hawaiian and Other Pacific Islander, and 10.9 percent some other race. An estimated 2.7 percent reported two or more races. An estimated 29.0 percent of the people in Chicago city, Illinois were Hispanic. An estimated 32.8 percent of the people in Chicago city, Illinois were White non-Hispanic. People of Hispanic origin may be of any race.

    New York

    New York City: 37.4% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $52,918. Ethnic composition: 42.7 percent White; 24.3 percent Black or African American; 0.4 percent American Indian and Alaska Native; 13.9 percent Asian; 0.1 percent Native Hawaiian and Other Pacific Islander, and 15.1 percent some other race. An estimated 3.5 percent reported two or more races. An estimated 29.1 percent of the people in New York city, New York were Hispanic. An estimated 32.1 percent of the people in New York city, New York were White non-Hispanic. People of Hispanic origin may be of any race.

    Texas

    Houston: 32.1% of adults aged 25+ with at least a bachelor's degree. Median income for full-time workers $51,140. Ethnic composition: 57.6 percent White; 22.5 percent Black or African American; 0.3 percent American Indian and Alaska Native; 6.9 percent Asian; 0.1 percent Native Hawaiian and Other Pacific Islander, and 10.5 percent some other race. An estimated 2.1 percent reported two or more races. An estimated 44.8 percent of the people in Houston city, Texas were Hispanic. An estimated 24.6 percent of the people in Houston city, Texas were White non-Hispanic. People of Hispanic origin may be of any race.

    Although the Blacks and Hispanics may still be poorer than the Whites on average in these places (except the places listed in South Florida), there are quite substantial Black and Hispanic middle-classes too. It is not statistically possible for every high earner and degree holder in these places to be White.

    Not every one. Just most because whites are better and smarter.

    Each of these cities has their own specific story, with Atlanta and DC (and Houston to a lesser extent) having sizable Black and/or Hispanic middle classes. New York's numbers are largely driven by non-Hispanic whites and Asians. Huge percentage of people who live in DC are federal government workers, and it has its own very strange dynamic as a city.

    At most universities, affirmative action makes up a relatively small part of the admissions decision. Also, universities are not supposed to use strict quotas anymore (Supreme Court case banned them in the late 1970s, but university students can be given a boost in admissions based on race/ethnicity). Most universities rely primarily on standardized test scores and grades, and then other things matter at the margins (are you an athlete, can you get an art/music scholarship, etc.)
