Up to a point that may well be true, but as we've discussed before the whiteness of Cubans (and other Hispanics for that matter) in South Florida is overrated, and certainly most of the ones in Houston, NYC and Chicago aren't White (regardless of social class). Thus the Black and (non-white) Hispanic middle classes in these places are still quite substantial, even if overall they are poorer than Whites on average.
DC yes in some places. Atlanta not especially.I heard that despite income Washington and Atlanta ara dangerous places.

Actually it makes sense since "minorities" are given preferential hiring as well as preferential university admissions. It would be weird if there wouldn't be majority Black/Hispanic places where income/education level wasn't high. That doesn't mean these places are safe. Or nice.

Yep, even in a city in the US that is majority black and Hispanic it’s the whites with the highest educational attainment and incomes, they may work in the city center but it’s not where they live, many will live outside the greater city name here area.
1/3 of the schools in Baltimorgue had zero students that were proficient in math. In my rural country town when I was in high school we only had one student who transferred from a school in Indiana that did not graduate, this was in 1982 and 245 out of 246 got a diploma.
