Because people who live outside favelas are discriminatory towards people living in favelas. Favelas were formed by free blacks and extremely multiracial people after slavery was abolished (in Brazil one could look white and be a slave if his mother was a slave), people living there descend from a long chain of poverty and exclusion.
Brazilian society is extremely discriminatory towards poor people and is organized hierarchically, that's why many rich Brazilians even (deep down) like favelas, they provide the low-skilled labourers they need to work as maids, bathroom cleaners etc. It's not uncommon to find middle class Brazilian families with 4-5 maids (generally black faveladas) working on their houses.
It's a way to maintain slavery as a social institution.
