In fact - reading from Norman Stone's Turkey A Short History, you even had a special class of people that you extracted money from: the so-called Dönme. Jewish converts to Islam and you taxed them to the hilt under the varlik vergisi property tax which was why businesses went bankrupt and you used it as if it was some sort of jizya tax. Every country used ration cards but in some countries they weren't needed but just created an artificial scarcity. Turkey profited immensely from WWII. Hell.. like Switzerland it even funnelled away plundered Jewish gold.
