True, but not only that.

Gay couples would not be able to adopt if rules were applied correctly and consistently, at least because there are very few gay couples wanting to adopt compared to heterosexual couples and there are very few children up for adoption (these days). But rules are bent and gay couples are put in front of the list for political reasons.
