I've actually heard that one before, but good to get it verified. I was rather taken aback by the person saying it, thinking damn that's a cynical way of looking at it.
If anything I would suspect someone of being up to tricks if any bad intention is to be attached to a smile.
But, what harm can a smile do. It's free to give and harms no one.

I don't remember one. But I remember one that is phonetically close to yours it's not exactly beautiful so it's under the spoiler. In Russian:
Spoiler!
I think we'd have more smiles too if we just didn't have another saying:We are slightly different as in being more generous with smiles but quite close to Russians in this regard.
"Some countries have mafias and only here a mafia has a country"

Based on regional PISA scores in math and science, Anatoly Karlin calculated the IQ of Tatarstan as 99.5 and the IQ of Chuvashia as 100.2 (https://www.unz.com/akarlin/map-russia-iq-2/). It might make Chuvashia the world's highest-IQ predominantly Turkic region and Tatarstan the world's highest-IQ predominantly Muslim region.

Sure, I would too.
I thinks a smile here can be viewed as exessive openness and even softness. Unless your position is obviously different. I know it sounds weird. Well, it's true for strangers. With buddies, even very new ones, it's different. But, what harm can a smile do. It's free to give and harms no one.
any opinion there?
