Angels Flight in downtown Los Angeles. One of the shortest lines in the world, just goes up and down one hill. Built in 1901.The line is pretty much unchanged but it's surroundings have changed substantially.

First electrical trams in Spain were built by Carde & Escoriaza in Zaragoza in 1897 for the Tram Company of San Sebastián city.
Before those, as other member said, they were used horse trams. That one also form San Sebastián.
