I did some testing using different VPN servers. Here are the results:



As you can see, the app is definitely influenced by your IP. However, I have found that the app does sometimes disregard your IP and gives you results that don't contain the country of which your IP is found.
Furthermore, you don't even need to have an internet connection to use this feature of the app. Try running it in airplane mode and see if your results change.

As far as accuracy is concerned, it is VERY sensitive to face angle, facial expression, and lighting conditions.
All of the photos for the results in the image above were nearly identical.
