It would be fairly accurate if the date was around 1250 CE when Turkic presence in Anatolia was accumulating in Central Steppe, Hungary flooding with Cuman refugees and Central Asia had less Tungid influence to speak of. However, in the present, there is no way that Kazakstan having a higher presence of Turanid than to Turkmenistan and Uzbekistan neither Hungary and Ukraine to Turkey.

Romania has more Turanic-influenced people than Hungary. especially in southeast Romania such types are not uncommon. but there was continuous steppe/north Asian presence there from the Dark Ages and even late Antiquity. elsewhere in the Balkans I suppose it's both rare and recent.
