there are many historical differences behind that, but most of all the fact that Greece has been part of the west for 150 years longer than any of its neighbors (and some of them can not be, like Turkey which belongs to the islamic world)
anyway, the most civilized and advanced out of all neighbors in my opinion is Bulgaria, which i visit more than 2 times per year (except for this one due to Coronavirus crisis)

Bulgaria's GDP was much lower than than a few years back.
Greece needlessly lost a massive 26% of its GDP more than any other country on the planet in peacetime to the delight of Bulgarians who forget they would have joined the EU at least a decade later without the help of Greeks.

Satellites of Turkey? Last time i checked Macedonia was on it's way in NATO, and it's sky's being patrolled by the likes of the Greek air force. Easy on with your weird thoughts going on in your head.
Macedonia's defence budget was 108 million dollars in 2019. Not the biggest budget, but to say "not a penny" is far from the truth.

Greece didn't have communism. Until 1970s there used to be almost no difference between Bulgaria and Greece. Then Greece joined EU and everything changed drastically in the course of two decades.
Also before that, Greeks used to be very closed-minded people, very much like Muslims and their brother Southern Italians. Bulgarians were much more Western European-like in culture and behavior.
