They are at least in a political sense - they joined NATO and not the Warsaw Pact, they joined the EU two years before Spain and Portugal did and two decades before the great expansion eastwards.
In terms of Europe's socially liberal vs socially conservative divide, generally I'd say it goes roughly: NW Europe>SW Europe>NE Europe (not Russia)>SE Europe>Russia (special case). Greeks are between southern Europe, Balkans and Anatolia, but that part which is quite westernized and southern European like is rather similar to Southern Italy, not southern France for example.
I doubt many people see south Italians as benchmark of western Europe socially or culturally.
