Why are Central Asian countries so behind in Scientific Publications?

Basically the title... despite having high literacy rates and relatively "ok" GDP per capita, Central Asian countries are extremely behind on Publications in the fields of physics, biology, chemistry, mathematics, clinical medicine, biomedical research, engineering and technology, and earth and space sciences. For the record, I am referring to Turkmenistan, Uzbekistan, Kyrgyzstan, Tajikistan, Afghanistan and Kazakhstan. Why are these countries so bad at publications? Other than Afghanistan, with its dogshit literacy rate and dirt poor current state, the other countries have seen relative peace and stable conditions. So why are they so behind? For context:

Kazakhstan: 1,564 publications (62nd worldwide)
Uzbekistan: 357 publications (95th worldwide)
Kyrgyzstan: 101 publications (126th worldwide)
Afghanistan: 80 (133rd worldwide)
Tajikistan: 48 (139th worldwide)
Turkmenistan: 4 (184th worldwide)

SSA Countries with terrible GDP and 70% literacy rate like Uganda (573 publications) and Tanzania (539 publications) literally have more. The only country which isn't worse that the Africans in this category is Kazakhstan, whose 18 million people still produced 1/3rd of the publications of Tunisia for example, whose 11 million produced 5,266 publications. I'd like to make a comparison with Bulgaria for this example:

Kazakhstan urban population: ~11,000,000 (56% of total)
Bulgaria urban population: ~5,300,000 (75% of total)
Kazakhstan GDP per capita: ~8,800 USD
Bulgaria GDP per capita: ~8000 USD
Kazakhstan publications: 1,564
Bulgaria publications: 2,559

So Kazakhstan has over double the urban population, HIGHER GDP PER CAPITA, and still has shit tier publications in comparison... seems legit. What is the reason for them to be so behind the rest of the world, even the poorest African countries? Literally the poorest country on Earth, Malawi, has more than the bottom 4 combined. What is the reason behind this?

Well, that's Russia's Latin America, it's a region rich in gas, oil and minerals, the further south you go the more a shithole it becomes. All of those countries are dictatorships with 60% of their men working and living in Russia sending home remittances to keep the countries afloat as there is zero economic activity going on. They all drink (especially Turkmenistan), and the dictators crack down on extremist Islam big time. However, the southern areas have problems with Islamic terrorism. The girls look amazing young but age into fridge shaped gloomy looking old hags. There's also a weird tradition where men kidnap women to marry them.
