But what is the formation of ethnicities/nations compared to the formations of sub-races (mongoloid, caucasoid etc.)? The latter should be far more important when considering that IQ is only based on race.

No but it implies that IQ is not set in stone through race and can be influenced with the right actions. You're overexaggerating the value of contempory IQ averages. I'm not denying the data at the same time.
