Obviously Uruguayans, they have much more white people.

Uruguay VS Buenos Aires Province would be a more interesting comparation, but even so BA now has many immigrants from other parts of Argentina, Bolívia and Paraguay. So still I would say Uruguay.

IMO The Argentines looks paler than Uruguayans.

Porteños in Argentina are as light as the average uruguayan, but almost 7/8 of the uruguayan population is fully and near-fully european/caucasian.
