Yeah, probably, but it doesn't even matter. No amount of similarities would make non-European people more 'European', at best you can say 'European-like'. I know it's kind of a technical distinction, but an important one. In general, we tend to classify things based on what they are, not on what they do.

Japan got a similar work ethic as most western Europeans plus they faced a voluntarily based westernization.

I think and know comming from Düsseldorf which has the biggest Japanese community outside of Japan, that Japanese assimilate better than any Arab or African managed to do here. There isnt even much to do for them to assimilate since they arent that alien.

The paradox is that they underwent that process precisely to be strong and wealthy enough to avoid being colonised by Europeans. As Jonathan Sachs said, there are 'multiple modernities'.
