In Caribbean Colombian I think Venezuelans, Cubans, Dominicans and Panamanians could be seen as locals.
The same for most Paraguayans, Chileans, Ecuatorians, Costaricans or Mexicans in Colombian mountains.
Of course, it doesn't apply for extreme phenotypes (like White Argentines or Bolivian Collas).
The thing is a "Great Colombian" identity doesn't exist as your comment suggest. Colombians don't feel nearer to Ecuatorians/Panamanians than another Hispanic Americans.
Maybe not, but still I think Colombia is more similar to at least some of its neighbours than to places further afield, as one would expect.
Likely, a rolo/paisa feel nearer to a foreigner than a chocoano/costeño. Regional stereotypes in Colombia are stronger than national ones, and discrimination against inner migrants is a common phenomenon.
Maybe they would feel closer to a Spaniard or an Argentine. But I doubt they'd feel closer to Finns, Pakistanis or Koreans than to Chocoanos and Costeños.

I doubt most Colombians are similar to Panama (Hispanic Caribbean by cultural and racial admixture) or Ecuador (Andean). Only Atlantic Colombians are similar to Panama and only South Andean Colombian to Ecuador. And contact theory don't work

So what are SSAs, MENAs, Latin Americans and East Asians seen as in India, if not also as foreigners?

As I said , the term 'foreigner' usually evokes image of a Euro looking person in popular imagination . The monikers that laymen use when referring to a Euro looking person as per my observations usually are - Foreigner / Angrej / Gora .
As of SSAs , though it is implicit that they too are technically foreigners & look alien like Euros , the moniker that laymen use when referring to SSAs as per my observations usually are - Africi / Negro / Kaala .
As of East Asians , there are overlappings of enough sort with NE people so as to get ordinary passerby to confuse b/w the two in many cases . So what happens is while some of them get mistaken as Indians by ordinary passerby here , converse also happens i.e. some Indians gets mistaken as East Asians .

As of Middle Easterners , it depends upon the person's look . If he looks Euro / near Euro (which some of them look) , then he would usually be taken as foreigner by ordinary passerby here . Or an Irani (the local moniker for Iranians) if he gives an Iranian vibe eg. a proper Iranid sporting a beard . While there are ME people like some Arabids , Indo-Iranids etc. that overlap with some Indians and hence can be mistaken as such by ordinary passerby here . I vividly remember coming across incidents of two different guys from those region that were mistook as Indians by localites . They actually derived some advantages due to such looks . One of them successfully pretended to be local & hence avoided a potential scuffle . Another , a Turk , also successfully pretended to be an Indian & avoided getting overcharged by Taj Mahal authority ( which charges from foreigners almost 25 times of what they charge from Indians ! )

As of Latams , well....the term 'Latin America' , the nations that constitutes them , how do they look etc. , laymen Indians here have been highly oblivious of them especially in pre-internet age . Like I too was until I joined TA (can recall only a brief idea of the continent under the term 'South America' in a geography textbook back then thats it) . Now from what I have come across via TA or Google , Latam seem like a mush of all the races . Very diverse i.e. . So , again it depends upon the person looks . If he looks Euro / near Euro (which some of them look) , then he would be clubbed as foreigner by ordinary passerby here . Then there are some dark featured Latams who look more like Punjabi , Gujarati or other sort of mainland Indians (thereby making it easy for many of Brazilian females to get in Indian entertainment industry) and hence , will be mistaken as such by ordinary passerby here . Also , some Latams look more like South East Asians and hence again , can be mistaken as highlander Indians (from N.Indian paharis to NE people) by ordinary passerby here . However as for Afro-Latinos , I speculate ordinary passerby here would not mistake them as Indian in majority of cases . Lastly , for tri-racials I have no idea .
^ answered strictly on basis of physical traits . Else all of them obviously are truly foreigners to Indians and considered as such as opposed to SAARC people (Nepali , Bangla etc.) with whom there are clear ties of Indians on many aspects . Though SAARC ones too are designated foreigners by official authorities but we are talking about how Indian society percieves them not law .
