Because not. Koreans and Northern/Center Japanese have fair skin. Same would apply to Levantines.

Many Uzbeks, Tajiks and Turkmens have Type IV skin or even V (very few), able to pass even in India sometimes. I don't know where the overall concept that they look like mixed Russian/East Asians come from, that would be a fact only in Kazakhstan at all.

koreans are by far the lightest. Uzbeks and tajiks are pretty dark. actually all central asians are darker than koreans.

In fact I saw some mixed ones when I went to Shymkent. Like half-asians with light eyes and very tall. Most had Type II or III skin, but they weren't a majority.

kazakhs are pretty tall. they have extremes..some are short and others are very tall.. but not because they're mixed. on average russians are shorter...or kazakhs have more very tall people. the light hair and eyes is not due to slavic admixture. there are many full kazakhs like this. they're not east asian. they have light types too.
for example this friend of mine is full kazakh. she has blue eyes and light hair
