Finland was weaker in mathematics (507) than in science (522) or reading (520). In the table below, even though we rank 8th in mathematics, we still rank second after Estonia based on our average score. Estonians have become so smart that there's not even any Estonians left on this forum for morons (just like there are no East Asians).
Switzerland is the highest-ranking country in the map posted by the OP, but Switzerland's overall score in mathematics (515 / 102.2) was a lot lower than its "natives only" score (536 / 105.4).

People often assume that the average IQ of whites would be 100. However national IQ scores are often normed against the IQ of the United Kingdom, which is generally higher than the average IQ of most European countries. Therefore even if the IQ of East Asians would be the closest to 105 when rounded to the nearest integer multiple of 5, the IQ gap between whites and East Asians can still be closer to 10 than to 5.
China is the only country whose PISA results are only based on the results of more highly developed regions. Still, China's average PISA score in mathematics, science, and reading (converted to IQ points) was only 102.2 in 2015, but it was 111.8 in 2018, which is almost 10 points higher, so China's PISA results in 2018 are clearly bogus.
If we regardless don't exclude China, in the table below, the average score of East Asian countries and regions is 105.7, which is about 10 points higher than the average score of European countries in the table above (95.7).
