That's because a lot of people of working age in the rural regions prefer to earn a quick buck abroad in construction, as opposed to being farmers at home. So there's a deficit of workers. I think it's like the 2nd year, where companies involved in the agricultural sector are trying to mitigate this by importing en mass seasonal workers from Central Asia, like Kazakhs, Uzbeks, etc.
