I don't really think it is about the mixing where they conquered but should be about their early form. All of the Early Turks were carrying a variable amount of West Eurasian Steppe admixture, and Tatars seem to have preserved it. Among the ones who have Uralic shift is usually Baltic is dominant, among the ones who have the Altai shift is usually NA is dominant.
