What does it mean when females stare back at you when you stare at them?

Usually when I stare a few different scenarios take place:

1. They try to ignore me and pretend to not notice
2. Stare back for a second, smile then look away
3. Stare back and not say anything

It’s the last one that confuses me bc I have no idea what they’re thinking. I usually break eye contact first cause I hate looking at people head on. I’m not able to decipher whether they’re mad, annoyed, curious, or whatever else.

The above refers to a neutral stare btw. Usually when I stare angrily at random women they look frightened or weirded out. But one time I did it and the woman looked like she was about to laugh(she was smiling).

You need to approach the woman and start a conversation if you find them attractive in scenario 2 or 3 but if you don't find them attractive you shouldn't be staring at them anyway. why are you staring at them angrily.

I think a neutral stare back is possibly because your looking at them neautrally or looking without a clear expression on your face.
They are simply watching you watching them and trying to determine what your expression could be.... they are poker facing you.

Often people will smile if they feel you are looking at them with a smile , some people smile out of nervousness, some might smile if they are interested.
Flirting looks from women can often be when they look and play with their hair or things like that , smile doesnt always mean flirting but it can ...everything depends on context.
