I don't think there is a culture of child molestation


There is perverted indviduals who are potentialy might become child molestors but they exist everywhere

Then there is organized networks who perpetrate this along with porn which of course is also a lucrative buisness
but if anything its an underground subculture

I don't think child molestation is currently officialy accepted or tolerated neither in Germany or Japan most people would feel disgust
about it

What might be a thing in Germany is the increasing decadence along with the decline of values and the breaking of tabus
which enforces certain lobbys who try to legalize pedophilia
