    Yeah; there was a case very famous there that a girl has brown hair but the school obligarated her dyed her hair to jet black until the point that she had to do almost every week (or 2 weeks? I don't remember well) and her hair started to falling out

    Even the exchange students who has other color besides black hair, in some schools they have to dyed too

    Is this a serious question? Dark brown hair is painfully common outside of Europe. What is rare outside of Europe is light or medium brown hair.
    I even doubt that 100% pitch black hair is a natural hair color. And no, please don't tell me about Native Americans and East Asians.

    (I think this will be a long discussion.)

    Very common . Atleast from my own perspective that is . Brown and light brown hair is very common in my family , some with reddish undertones and others more brown .
