Yes, syrian turkmens look much more like their relatives as iraqi turkmen. Those ones are heavily intermixed and assimilated after the flight of many them to anatomia and massacres.

Genetically they are for the most part similar to their Kurdish neighbours, however some still appear to have more turkic input making them cluster very close to Azerbaijanis and Eastern Turks:

E1b1b mostly with J2, R1a, J1 being secondary. Similar to Kurds. Distant to Arabs.

Maybe only to those ones, who have big Arabian/African admix. Iraqis are definitely more SW-Asian shifted, i think they were genetically half Iranian half saudi.
