Nature doesn't care about our moral justifications. It simply provides mechanisms for the job. If she is able to breed at 12 that's what nature intended - to breed at 12 so by the time she is 30 she already grandma helping to take care of following generations while she still can.
Our reasons to breed at later age have little to do with nature of the process.

Age of consent should be when a person is physically fully developed to commit in sexual acts(which varies for different individuals)
and when he/she able to take responsibility for the commitment in a sexual act with another person so definetly not younger than 16
but by the age of 18 a normal person should satisfie all these requirements so 18 is certainly old enough

Morality/conscience if you believe morality is man-made also exists in nature so apart from physical considerations we have that too. Nature evolves continuously so even if there was earlier reproduction at past times doesn't have to be like that today. Certainly the lowest limit I would place is 16.
