No I think it would be very short-sighted of a country to ban their own people from returning if they wish. I think countries like Ireland have the right idea and allow citizenship if you have an Irish grandparent. The diaspora can also have a lot of influence in other countries. The Irish diaspora in the US has been very beneficial for Ireland and usually still have an interest in what happens in Ireland i.e. the recent border issue and before that the Good Friday Agreement.

Also many people leave for a few years and then return with more experience and skills. So basically it is beneficial for a country to foster ties with their diaspora populations.

ex nunc effect tho, banning emigrants would induce irish people to keep in Ireland. Are expatriates seem as emigrants? I don't think so. Same would be apply for students, they will live in other countries for years but would return when graduated.
