Most men I talked to say they don't feel much while using condom and have problem with ejaculation. It's very unsexy too, to stand and see man putting some plastic thing on himself before sex.

That said, if a couple is not in a place to responsibly (financial and other), love, care for, and raise a child in case of an 'accident' - I wouldn't recommend it (pull-out method).

Totally true, I know some girls who were in high school when they became pregnant, it's very sad and depressing. Don't know for other countries but in Serbia kids learn about sex from pornsites, there is no official sexual education and speaking about sex with parents is big taboo (well, not always, I had open conversation 10 years ago with my dad but in majority of cases). So young people (especially high school period) who don't use condoms are not very smart, in my honest opinion.

In Spain those pills can be prescribed by the public health system. You go to the emergency room of any public hospital and you can say that during the sexual act the condom is broken and they will give you a medical prescription, you go to any pharmacy, and showing that medical prescription the price is lowered until it is worth almost nothing.

For underage people probably they give to them directly for free in the hospital emergency room (with more than 16 years at least, even without calling the parents).

Both the European and American models have their advantages and disadvantages, here people believe that the state has to give everything, and solve any problem they have in exchange for not having any obligation.

Your model maybe creates greater social differences, but it has the good side that private initiative has more weight, and encourages people to strive to achieve a goal.
