Default Are countries with full revolutions more strict and efficient?

Why does it seem that countries that gained their rights through allowing token royalty or just by default seem so much softer on crime? For instance America still has a death penalty, we have a heavy handed law enforcement. France still used the guillotine until the 70's, Russia was extremely heavy handed on crime after their revolution etc. I think in this day and age the EU culture has blurred the lines a lot but there is still a noticeable difference. All Russian cops carry firearms, French Police still are armed largely etc.

Depends how they revolve. By the way, police officers should carry guns.

That's true Spain for example in the Franco era I am pretty sure carried guns but now in the re-born democratic monarchy they don't. I agree I believe in strong law enforcement. I think it's more important than a standing army.

Of course, strongly armed police is one of the means to show criminals that the government is ready to hunt them down if they don't act in accordance to the law. Strict laws are there to punish any sort of deviancy from norms. Also funny how countries with longer tradition of democracy show less "democratic" behaviour when it comes to regulations, while socialist/populist countries are pretty lean (speaking only of Europe & North America). Its also funny how people in those socialist/populist countries think there can be "democracy" when it comes to decision making processes and consider strict punishments lack of "democracy". The reason I put democracy under quotes is because that's, of course, not really what democracy stands for but what socialists imagine what democracy is.
