Genetically speaking yes, culturally no.

Also, Ancient Hellas was a high Culture, not civilization.
The Hellenic civilization was mostly a culture, so it cannot be compared with Sumerian or Akkadian civilizations.

I have never heard about that theory. It concerns the previous civilizations or an hypothesis for the future? Thinking about it though, I would not say that is impossible for higher cultures to flourish where previous ones existed, but we live in a such globalized environment nowadays that it is unlikely for "new" higher cultures to spawn on a regional level as it used to in the past (imo). Likely in the future there will be one or two major civilizations and most of the social constructs will be uniform.

Regarding the past civilizations, geography and environment did play a roll in the downfall of certain civilizations across history. The Indus Valley began its downfall due to severe droughts that phased out a sustainable water supply. That is actually an interesting topic to reflect on how climate changes might affect us in the future, possibly even turning flourishing regions\continents into inhabitable wastelands.

It's probably just because they get into conflicts much more and as they grow, it becomes harder to control etc.

Hellenes had world empires that lasted 2800 years....it will never be beaten in our lifetimes nor the next nor the next just to put it into context and perspective.
