Not rare at all, I live close to Tennessee and Mississippi most the blacks live further south. In the border areas of Mis, Ten and Bama it's majority white. Sometimes you see coloreds driving through or in a neighborhood in a larger city but almost non-existent in the border areas even in Tennessee. Hell Tennessee has like zero blacks in the country and the ones that are there are totally whitewashed. I have never seen a gang member looking type outside of Memphis in Tennessee.
