The topic was so popular in USSR during 1930's there were widespread experiments with jet propulsion. It resulted in invention of Sci-Fi genre (another Soviet invention) and practical application in 'Katusha' MRL during WWII.

Robert Goddard was the first person to build and launch a liquid fueled rocket in the 1920's and the scifi genre genre can be traced back to the 1600's and the first serious Scifi film was French :

No, not really. Soviets scientists and inventors had some nice ideas, but many ended in gulags. Especially during Stalin's period.
