I dont know what kind of blonde this is but I doubt its common anywhere except Scandinavia/Baltics/NW Russia. I was in Germany few times and havent noticed many people with such hair.

Actually I have seen pure plantinum blondes in my country but I can count them in my fingers. Even though two of them (probably brother and sister) and some strong Germanic features they might have some recent admixture, even the straight beard of the man was plantinum blonde.
