I don't know how much the withdrawal of a few thousands troops can matter on American political influence. But it seems to me that the withdrawal of unnecessary foreign troops should be welcomed.
I'm not a big fan of Donald Trump. But one of the criticisms when he was elected was that he was a dangerous madman that would cause a new war. But he withdraws some troops and he is criticized. He wants to invite Russia to the G7 and European politicians say no. I'm not a fan of Putin either, but it seems to me that easing tensions with Russia would benefit world peace. Trump is flawed and I suspect he is suffering from the onset of senile dementia. But he is demonized by much of the media in a ridiculous way. He is depicted as a monster. Well, Bush invaded Iraq and Obama made a mess in Lybia and arguably contributed to the mess in Syria. What are they then?

Not the KGB. Stasi. In the Netherlands and West Germany anyway and that was proven later on. Actually foreign troops means foreign influence and the lack of foreign troops means reducing foreign influence --- except for all the others which might capitalise on it (hello Russia and China) and America dropping Europe like a hot stone during the corona crisis hasn't improved America's image here either. Far from it.. (China benefiting from it was only temporarily as well).
