(And there has been a lot of talk about expand Amsterdam's North-South Line to Schiphol International Airport - which could be a boon for the city. I also think that they should start thinking about a new high speed metro line through Amsterdam from Almere to Haarlem as both are effectively suburbs now).

In 1965, there was a plan to build a whole city on the IJmeer between Amsterdam and Almere along with the creation of a Markerwaard. Maybe they should start planning the construction of neighbourhoods on islands near Pampus in the path of that planned metro line. Then you have a nice captive audience.
