    Almost all of Istanbul's population is made of by migrants, from every part of Turkey.

    If you're talking about foreigners, they are from Middle East, Africa and Central Asia.

    What are core native ethnicities and what are core foreign ethnicities?

    Was citizenship regulated in Istanbul before 1920?

    Who is considered "primus inter pares" among all others?

    for example: In Sarajevo, Bosniaks are Elite citizens, others are ... lesser citizens

    There's almost no such a thing called "original Istanbulite". Even the Turks in Istanbul are 99% from other cities in Anatolia or Balkan Turks. For example; I'm from a city in Central Anatolia called "Tokat" but was born and an living in Istanbul. Nearly all of people I've known in Istanbul have such stories.

    Istanbul also has the highest percentage of non-citizen residents in Turkey. They're mainly from Middle East, Africa & Central Asia as Marmara said and some are from Balkans, Russia & South Asia.

    I've read that Istanbul's ethnic structure is 60% Turkish(both Anatolian & Balkan Turks), 15% Kurdish and 25% other ethnicities such as Laz, Circassians, Albanians, Bosniaks, Georgians, Arabs etc. and non-citizen foreigner migrants

    Primus inter pares in Istanbul? No, try another city.

    Origin of Istanbul Turks is an agreement made during II. Murad which asks Byzantine Emperor to create a Turkish district in Istanbul. After the conquest, there was no nomadic settlement there, but only rich/powerful people from various cities without looking at their ethnicity. So you can imagine how a small community they are. There are also Greek converts identify as Istanbul Turk, I suppose.

    That Turkish identity is covering all ethnicities and it's impossible to uncover who is who for after 1921 everyone became a Turk.

    I believe that even Bosniaks are assimilated as Turks while some of them still identify as Bosniaks.

    That's a great mess.

    You can't really talk about native, but often Jews and the Sephardic/Ladino culture would be viewed as authenthic Istanbulite, they are the ones who can trace their origins back to at least 15th century. Others' ancestry goes as back as to only 19th century, but even that is pretty rare. There is also a tiny bit of Levanten families (italian generally) who are here for generations. 95% of Istanbul is made up by immigrants from 70s-80s. İ think only 5 million of İstanbulites are actually born in Istanbul, who are mostly sons of immigrants like myself.

    İ don't know what prime inter pares mean, Istanbul is a Turkish city, so Turks are the core. At least 15-20% of İstanbul is also made up by Kurdish migrants.

    Prime foreign ethnicity is Syrians, around 1 million live here, hopefully temporarily.
