Actually places like Tarapaca, Antofagasta or Valparaiso where average European Ancestry is between 45-50% we can see HDI similar to countries like Lithuania, Poland, Cyprus and Greece (~0,871), Chile as a whole is still 0,847 pretty similar to countries like Portugal (0,850), Latvia (0,854), Croatia (0,837) and Hungary (0,845).

So I don't think they would be a shithole, but obviously not so developed like it is today.

It is not decisive. The north of Brazil is very Amerindian and peaceful (similar to southwest Asia) while the northeast of Brazil is mixed and even more euro and problematic like Mexico.
